Title: ●Joint Rulemaking to Establish 2017 and Later Model Year Light Duty Vehicle GHG Emissions and CAFE Standards 
Abstract: The Environmental Protection Agency (EPA) and the National Highway Traffic Safety Administration (NHTSA), on behalf of the Department of Transportation, are developing a joint rulemaking to propose GHG and CAFE standards for model years 2017-2025 light-duty vehicles. This action represents a continuation of a coordinated National Program under the Clean Air Act (CAA) and the Energy Policy and Conservation Act (EPCA), as amended by the Energy Independence and Security Act (EISA), to improve fuel efficiency and to reduce greenhouse gas (GHG) emissions of light-duty vehicles. This rulemaking follows a September 30, 2010 joint Notice of Intent to issue a proposed rule that: (1) Announced plans for setting stringent fuel economy and greenhouse gas emissions standards for light-duty vehicles of model year 2017 and beyond; (2) described the agencies' initial assessment of potential levels of stringency for a National Program for model years 2017-2025; and (3) described additional work that the agencies will undertake in developing the NPRM. In addition, the agencies issued a joint Supplemental Notice on November 30, 2010, summarizing the key themes that we heard from stakeholders, both in the public comments and in the outreach meetings. The Supplemental Notice also described plans for continued analyses for purposes of developing the proposed rule. These actions respond to a May 21, 2010 Presidential Memorandum requesting that EPA and NHTSA develop a coordinated National Program to improve fuel efficiency and reduce GHG emissions from light-duty vehicles for the 2017-2025 model years, building on the success of the model year 2012-2016 standards issued by the agencies in April 2010.
