Title: ●Petroleum Refinery Sector Risk and Technology Review and NSPS 
Abstract: This action is the Risk and Technology Review (RTR) for Petroleum Refinery MACT 1 and 2 source categories. It will address both EPA's obligation under Clean Air Act (CAA) section 112(f)(2) and 112(d)(6) to conduct a residual risk review and to conduct a technology review. Additionally, we are also in the process addressing issues related to the reconsideration of Petroleum Refinery New Source Performance Standard (NSPS) Subpart Ja. Under the "technology review" provision of CAA section 112, EPA is required to review maximum achievable control technology (MACT) standards and to revise them "as necessary (taking into account developments in practices, processes and control technologies)" no less frequently than every 8 years. Under the "residual risk" provision of CAA section 112, EPA must evaluate the MACT standards within 8 years after promulgation and promulgate standards if required to provide an ample margin of safety to protect public health or prevent an adverse environmental effect. Section 111(b)(1)(B) of the CAA mandates that EPA review and, if appropriate, revise existing NSPS every 8 years. Our efforts will focus on gathering comprehensive information on petroleum refineries that will allow us to complete the RTR reviews. We intend to use information obtained through the comprehensive information collection process to address NSPS Ja reconsideration issues.
