Title: FHA Insurance for Manufactured Housing (FR-5075)
Abstract: This rule would amend HUD's regulations governing manufactured homes that are to be the security for a Federal Housing Administration (FHA) Title I loans and Title II insured mortgages. HUD proposes to defer to the requirements established by the Model Manufactured Home Installation Standards (Model Installation Standards). This rule will not supplant the current installation requirements entirely and will continue to require compliance with current installation requirements in states that do not have a fully approved and certified (by HUD) installation program or an operational HUD-administered installation program. The rule would also amend HUD's regulations governing manufactured homes that are to be security for a Title I loan. Additionally, the rule would align the flood hazard requirements for manufactured homes that are to be security for Title II insured mortgages with that of stick built homes. The rule would promote affordable housing.
