Title: Trade Adjustment Assistance (TAA) for Farmers | |
Abstract: TAA for Farmers provides producers of raw agricultural commodities and fisherman, who have been adversely affected by import competition, free technical assistance, the reimbursement of certain travel and per diem costs associated with training, and cash benefits of up to $12,000 linked to the development and implementation of approved business adjustment plans. The program covers farmers, livestock producers, fish farmers, and fishermen competing with like or directly competitive imported products. USDA is authorized to provide assistance to eligible producers of raw agricultural commodities and fishermen when production in the most recent marketing year yields less than 85 percent of the average national price, production quantity, value of production, or cash receipts for such commodity for the 3 preceding marketing years, and increases in imports contributed importantly to such declines, as determine the Secretary. The TAA for Farmers Program was originally authorized by the Trade Act of 2002 and extended by the American Recovery and Reinvestment Act of 2009. Section 101 of the Omnibus Trade Act of 2010 authorized the TAA program for the period January 1 through February 12, 2011 which provided $10.4 million for the program during this period. Section 729 of the 2012 Minibus rescinds funds made available in Public Law 111-344 through February 12, 2012 for trade adjustment for farmers. | |
