Title: Amendment 31 to the Fishery Management Plan for the Bering Sea and Aleutian Islands King and Tanner Crabs | |
Abstract: Amendment 31 amends the Bering Sea/Aleutian Islands Crab Rationalization Program by revising the active participation requirements for C share acquisition and use. It will allow C shares to be acquired by an individual who received an initial allocation of C shares, or an individual who demonstrates participation in the BSAI rationalization crab fisheries during 3 of the 5 season immediately preceding implementation of the program. It will also revise the rules governing active participation requirements of C share holders. To receive an annual allocation of Individual Fishing Quota (IFQ), a C share holder must have participated in at least one delivery in a fishery in the 3 seasons preceding the application for IFQ, or have received an initial allocation of C shares and participated in 30 days of State of Alaska or Alaska Federal fisheries in the 3 seasons preceding the application for IFQ. This amendment also revokes C shares from holders who do not meet at least one of the active participation criteria; (1) participated in at least one delivery in one of the rationalized crab fisheries in the preceding 4 years or, (2) was an initial recipient of C shares and participated in at least 30 days of fishing in state or federal fisheries. No quota share will be revoked before 5 years from implementation of this amendment. | |
