Title: General Services Administration Acquisition Regulation (GSAR); GSAR Case 2006-G510, Rewrite of GSAR Part 504, Administrative Matters 
Abstract: The General Services Administration (GSA) is amending the GSAR to update the text addressing General Services Administration Regulation (GSAR) part 504, Administrative Matters; subpart 504.4, Safeguarding Classified Information Within Industry; subpart 504.5, Electronic Commerce in Contracting; and subpart 504.6, Contract Reporting. This case also amends the GSAR by adding subpart 504.11, Central Contractor Registration, and subpart 504.13, Personal Identity Verification of Contractor Personnel. GSAR subpart 504.4 is being revised to delete certain responsibilities for the safeguarding of classified information and to add reference and a link to the National Industrial Security Program Operating Manual (NISPOM). GSAR subpart 504.5 Electronic Commerce in Contracting, to delete references to the General Services Procurement Data System, and revisions to GSAR 504.6 Contract Reporting, are necessary to remove information already sufficiently addressed in the Federal Acquisition Regulation (FAR) and to correct minor editorial changes for clarity and consistency. GSAR subpart 504.13 was added to comply with the requirements of Homeland Security Presidential Directive-12, as implemented by FAR 4.1300. The new language prescribes the requirements placed on vendor personnel who must enter federally controlled facilities or have access to Federal information systems to perform contract requirements.
