Title: Amendment 94 to the Gulf of Alaska Fishery Management Plan for Alaska and Regulatory Amendments for Community Quota Entities
Abstract: This action will implement Amendment 94 to the Fishery Management Plan for Groundfish of the Gulf of Alaska and regulatory amendments to the Pacific halibut commercial fishery management program off Alaska. Amendment 94 to the Fishery Management Plan for Groundfish of the Gulf of Alaska and the regulatory amendments modify the Individual Fishing Quota program for the Fixed-Gear Commercial Fisheries for Pacific Halibut and Sablefish in Waters in and off Alaska and regulations for management of Community Quota Entities in the Gulf of Alaska by revising the vessel use caps applicable to quota share held by Gulf of Alaska Community Quota Entities. This proposed action also amends regulations to add three eligible communities to the Community Quota Entity program and allow Community Quota Entities in halibut regulatory area 3A to purchase D category halibut quota share. This proposed action revises Community Quota Entity annual reporting requirements to implement the North Pacific Fishery Management Councils management objectives and correct technical errors in current regulations. The action would increase fishing opportunities in small, remote fishing communities located in the Gulf of Alaska; align the Community Quota Entity vessel use caps with those in the Individual Fishing Quota program for the Fixed-Gear Commercial Fisheries for Pacific Halibut and Sablefish in Waters in and off Alaska; improve the clarity and effectiveness of the Individual Fishing Quota program for the Fixed-Gear Commercial Fisheries for Pacific Halibut and Sablefish in Waters in and off Alaska and Community Quota Entity regulations; and promote the objectives of the Magnuson-Stevens Fishery Conservation and Management Act and the Northern Pacific Halibut Act of 1982 with respect to the individual fishing quota fisheries.
