Title: Endangered and Threatened Wildlife and Plants; Listing Determination for Three South Florida Plants (Cable Sable Thoroughwort et al.)
Abstract: We will finalize our listing determination for three South Florida plants pursuant to the Endangered Species Act of 1973. We proposed to list as endangered or threatened the aboriginal prickly-apple (Harrisia aboriginum), Cape Sable thoroughwort (Chromolaena frustrata (= Eupatorium frustratum)), and Florida semaphore cactus (Consolea corallicola). The aboriginal prickly-apple is an erect cactus occurring on coastal berms, spoil mounds, maritime hammocks, shell middens, and at the mangrove-hammock ecotone in Sarasota, Charlotte, and Lee Counties in southwest Florida. The Cape Sable thoroughwort is an herb endemic to the Florida Keys and Cape Sable in Monroe and Miami-Dade Counties, and is most commonly found at the edges of rockland hammock and in coastal rock barrens. The Florida semaphore cactus is an erect, trunk-forming cactus endemic to the Florida Keys and growing on bare rock with minimal soils between rockland hammocks and mangrove swamps. Our critical habitat rule is under RIN 1018-AZ51.
