Title: MDI and TDI; Health and Safety Data Reporting under TSCA 8(d) 
Abstract: EPA is considering the development of a proposed rule under section 8(d) of the Toxic Substances Control Act that would require chemical manufacturers (including importers) to submit unpublished health and safety data on diisocyanates. Diisocyanates are well known dermal and inhalation sensitizers in the workplace and have been documented to cause asthma, lung damage, and in severe cases, fatal reactions. EPA is concerned about potential health effects that may result from exposures to the consumer or self-employed worker while using products containing diisocyanates (e.g., spray-applied foam sealants, adhesives, and coatings) or incidental exposures to the general population while such products are used in or around buildings including homes or schools. These chemicals have been identified by the Office of Pollution Prevention and Toxics and recommended for testing consideration by the Interagency Testing Committee. There is an established regulation and process for imposing this type of one-time reporting requirement.
