Title: Application of the Serious Nonpolitical Crime Bar to Asylum and Withholding of Removal for Recruitment or Use of Child Soldiers 
Abstract: The Attorney General and the Secretary of Homeland Security are planning to propose to amend their respective regulations governing eligibility for asylum and withholding of removal to implement the Child Soldiers Accountability Act of 2008 (CSAA). The CSAA establishes a criminal offense for the recruitment or use of child soldiers, establishes grounds of inadmissibility and deportability for aliens who have engaged in such recruitment or use, and provides that an alien who is inadmissible or deportable under these grounds "shall be considered an alien with respect to whom there are serious reasons to believe that he or she committed a serious nonpolitical crime" for purposes of asylum and withholding of removal.
