Title: Fossil Fuel Energy Consumption Reduction for New Construction and Major Renovations of Federal Buildings 
Abstract: This rulemaking implements provisions of the Energy Independence and Security Act of 2007 that require the Department of Energy (DOE) to establish revised-performance standards for the construction of all new Federal buildings, including commercial, multi-family high-rise residential and low-rise residential buildings. This rulemaking specifically addresses the reduction of fossil fuel-generated energy consumption in new buildings and buildings undergoing major renovations, as well as how agencies may petition DOE for a downward adjustment of the requirements if they believe meeting required energy reduction levels would be technically impracticable.
