Title: ●2015-2016 Pacific Coast Groundfish Harvest Specifications and Management Measures 
Abstract:

Every other year, the Pacific Fishery Management Council (Council) makes recommendations to set biennial allowable harvest levels for Pacific Coast groundfish, and recommends management measures for commercial and recreational fisheries that are designed to achieve those harvest levels. For the 2014-2015 biennium the Council has recommended the following: changes in rebuilding parameters for one overfished species, cowcod, which would revise the rebuilding plan and affect the Annual Catch Limit value for this species for the 2-year period and beyond; harvest specifications including Overfishing Limits, Acceptable Biological Catches, and Annual Catch Limits; management measures to achieve those specifications and; Amendment 24 to the Pacific Coast Groundfish Fishery Management Plan. Amendment 24 would modify the procedures in the Fishery Management Plan so that in the absence of explicit Council action, harvest specification values, based on default harvest control rules, for one or more stocks may be implemented by NMFS. The specifications and management measures that would be forwarded by this action would be in effect from March 1, 2015, through December 31, 2016.
