Abstract:
The Access and Visitation (AV) program provides grants to states to establish and administer programs to support and facilitate noncustodial parents' access to and visitation of their children. It was established in 1996 as part of the PRWORA legislation and the regulatory standards (45 CFR part 303) for the program were published December 1, 1997. The regulations have not been updated since this initial publication. This proposed rule will update program standards and guidance to reflect and respond to changes in family demographics, support effective services to meet the needs of families, promote interoperability of the AV program with other Federal programs, strengthen family violence protocols, and improve the reliability and integrity of data gathered documenting program operations. |
