Department of Transportation regulations address Federal real property acquisition and disposal. However, these regulations do not address specifics needed to consistently and efficiently manage real property actions under FWS-administered financial assistance programs.FWS has consulted with other agencies and organizations, researched best methods, and sought comments before publishing preliminary guidance in the FWS Manual. Following publication of the guidance in the manual chapters, we will move to publish this guidance as a regulation. Regulations are needed to instruct grantees as well as FWS personnel, and to implement clarity, consistency, accountability, and credibility to real property actions under grants and cooperative agreements.
