Abstract:

This action will implement a resolution adopted by the Inter-American Tropical Tuna Commission (IATTC) requiring the United States to add an International Maritime Organization number to the list of information elements required for inclusion in the record of vessels that have been authorized to fish in the IATTC Convention Area in the eastern Pacific Ocean for species managed by the IATTC (tuna and tuna-like species). An International Maritime Organization number is a unique vessel identifier that is permanently associated with the vessel hull if the vessel name changes or the vessel is reflagged to another nation. Adding this number to the list of information elements required for inclusion in the record of vessels will enable more effective tracking of vessels that may be engaging in illegal, unreported, and unregulated fishing. An estimated 100 to 150 vessels would be affected by this rule in the U.S.80 to 90 percent of vessels that would be subject to this regulation already have been issued an International Maritime Organization number.
