Title: Protection of Stratospheric Ozone: Update to the Refrigerant Management Requirements Under Section 608 of the Clean Air Act

This rule proposes to implement the prohibition under section 608 of the Clean Air Act against knowingly venting, releasing or disposing of refrigerants or refrigerant substitutes during the course of maintaining, servicing, repairing, and disposing of appliances and industrial process refrigeration by updating and then extending, as appropriate, the existing requirements under section 608 that currently apply for ozone-depleting refrigerants to non-ozone-depleting refrigerant substitutes, such as hydrofluorocarbons (HFCs).
