Title: Hearings on Challenges to the Immediate Effectiveness of Orders [NRC-2013-0132]  
Abstract:

The proposed rule would amend the Commission's regulations to the Deliberate Misconduct Rule to clarify the knowledge standard and to incorporate deliberate ignorance into the knowledge standard. The proposed rule would also amend 10 CFR 2.202 to clarify the Commission's procedures governing hearings on challenges to the immediate effectiveness of orders.
