Title: International Fisheries; Inter-American Tropical Tuna Commission Fisheries; Fishing Restrictions Regarding Mobulid Rays 
Abstract: Per the Inter-American Tropical Tuna Commission Resolution C-15-04, this rule prohibited any part or whole carcass of mobulid rays caught in the Inter-American Tropical Tuna Commission Convention Area from being retained onboard, transshipped, landed, stored, sold, or offered for sale. The Inter-American Tropical Tuna Commission Convention Area is defined as the waters of the eastern Pacific Ocean within the area bounded by the west coast of the Americas and by 50 degrees N. latitude, 150 degrees W. longitude, and 50 degrees S. latitude. Also per the Resolution, this rule provided an exemption in cases where mobulid rays are unintentionally caught, and also included safe release guidelines for mobulid rays that are unintentionally caught. Regulations already require purse seine vessels to release all rays, except those being retained for consumption aboard the vessel, as soon as practicable after being identified on board the vessel during the brailing operation. U.S. vessels in the eastern Pacific Ocean do not target mobulid rays and do not commonly catch mobulid rays as bycatch. In addition, no catch of mobulid rays have been reported in eastern Pacific Ocean U.S. longline fisheries.
