Title: ●Mouth of Columbia River Jetty Rehabilitation 
Abstract: The National Marine Fisheries Service proposes regulations to govern the unintentional taking of marine mammals, by harassment, incidental to the rehabilitation of a jetty system conducted by the U.S. Army Corps of Engineers (Corps) at the mouth of the Columbia River. The National Marine Fisheries Service issued an incidental harassment authorization to the Corps on August 31, 2015 to cover pile installation at Jetty A, which is valid from May 1, 2016, through April 30, 2017. The Corps is requesting a Letter of Authorization for continued pile installation and removal associated with construction of temporary offloading facilities at the North Jetty, South Jetty, and Jetty A over the course of 5 years, approximately May 1, 2017, through April 30, 2022. The Corps is requesting the take of individuals of six species of marine mammals incidental to continued jetty rehabilitation work. Marine mammals may be exposed to non-pulse continuous sound due to vibratory pile driving. The Corps requests authorization to take these six marine mammal species by Level B harassment. The proposed regulations will set forth the permissible methods of taking, other means of effecting the least practicable adverse impact on the affected species or stocks and their habitats (i.e., mitigation), and the requirements pertaining to the monitoring and reporting of such taking.
