Title: ●International Fisheries; South Pacific Tuna Fisheries; Modifications to License Request Procedures and License Allocation System 
Abstract: Under authority of the South Pacific Tuna Act of 1988, this rule would modify the procedures used to request licenses for U.S. vessels in the western and central Pacific Ocean purse seine fishery, as managed under the Treaty on Fisheries between the Governments of Certain Pacific Island States and the Government of the United States of America (Treaty). Licenses under the Treaty are issued by the Pacific Islands Forum Fisheries Agency after applications are approved by the National Marine Fisheries Service. The Pacific Islands Forum Fisheries Agency recently changed its annual licensing period from June-to-June to the calendar year. This rule would align the licensing period used in the National Marine Fisheries Service's license application procedures, which still use a June-June licensing period, with the Pacific Islands Forum Fisheries Agency's calendar-year licensing period. The rule also would revise the system for allocating Treaty licenses with respect to the treatment of applicants whose vessels have been lost or destroyed.
