Title: ●Magnuson-Stevens Act Provisions; Fisheries off West Coast States; Pacific Coast Groundfish Fishery; Specifications and Management Measures and FMP Amendment 27 | |
Abstract: Every other year, the Pacific Fishery Management Council (Council) makes recommendations to set biennial allowable harvest levels for Pacific Coast groundfish, and recommends management measures for commercial, recreational, and tribal fisheries that are designed to achieve those harvest levels consistent with the Pacific Coast Groundfish Fishery Management Plan (Fishery Management Plan). For the 2017-2018 biennium, the Council has recommended the following: changes in rebuilding parameters in Appendix F of the Fishery Management Plan (Overfished Species Rebuilding Plans) for one overfished species, Pacific ocean perch, which would revise the harvest rate and affect the Annual Catch Limit value for this species for the 2-year biennial management period; edits throughout the Fishery Management Plan to acknowledge the rebuilt status of canary rockfish and petrale sole; harvest specifications, including Overfishing Limits, Acceptable Biological Catches, and Annual Catch Limits; management measures to achieve those specifications; and Amendment 27 to the Pacific Coast Groundfish Fishery Management Plan. Amendment 27 would reclassify big skate from an Ecosystem Component Species to "in the fishery", list deacon rockfish in Table 3-1 (a table listing the species actively managed under the Fishery Management Plan), describe a new inseason management process in California, make updates to clarify several stock assessment descriptions, and update sections relating to canary rockfish and petrale sole being rebuilt. The specifications and management measures that would be forwarded by this action would be in effect from January 1, 2017, through December 31, 2018. | |
