Title: ●Timing of Accountability Measure-Based Closures Amendment 
Abstract: This rule would minimize, to the extent practicable, the socio-economic impacts of accountability measure-based closures, while constraining catch levels to the applicable annual catch limits and preventing overfishing. Furthermore, the rule would modify the timeframe for the implementation of accountability measure-based closures in the event of an overage of the annual catch limits for a species or species complex managed by the Caribbean Fishery Management Council, except for queen conch. Specifically, accountability measure-based closures would be applied from September 30 of the closure year backward, toward the beginning of the year, for the number of days necessary to achieve the required reduction in landings. If the length of the required fishing season reduction exceeds the period of January 1 through September 30, any additional fishing season reduction would be applied from October 1 forward, toward the end of the year.
