Title: 2013 Liquid Chemical Categorization Updates  
Abstract:

The Coast Guard proposes additional updates and revisions to regulatory tables that were amended by an interim rule published in August 2013. These tables list liquid hazardous materials, liquefied gases, and compressed gases approved for maritime transportation in bulk, and indicate how each cargo is categorized by its pollution risk and safe carriage requirements. The rule would update regulations to be consistent with Coast Guard approvals of liquid chemical cargoes for domestic-only carriage, the "Provisional Categorization of Liquid Substances" Circular (MEPC.2/Circ. 19; Dec. 17, 2013) published by the International Maritime Organization's Marine Environment Protection Committee, and the March 2014 Annex to the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk. The rule would also remove information about chemicals that are either no longer being manufactured or no longer shipped by bulk on vessels.
