Abstract:
A 2015 court decision regarding the Cross-State Air Pollution Rule (CSAPR) remanded Texas' CSAPR Phase 2 SO2 budgets to EPA for reconsideration. In response to the remand, the EPA is proposing to withdraw the FIP provisions that require affected EGUs in Texas to participate in the CSAPR trading programs for annual emissions of sulfur dioxide and nitrogen oxides. |
