Title: Imposition and Collection of Passenger Civil Aviation Security Service Fees 
Abstract:

The Transportation Security Administration (TSA) will take final action on the interim final rule (IFR)issued December 31, 2001 by completing an economic analysis and responding to comments. The IFR established passenger civil aviation security service fees, known as the "September 11th Security Fee" in the amount of $2.50 per enplanement on passengers of domestic and foreign carriers in air transportation, foreign air transportation, and intrastate air transportation originating in the United States, up to $5.00 per one-way trip and $10.00 per round trip. The fees are required under 49 U.S.C. 44940 to pay TSA for the costs of providing Federal civil aviation security services. In addition, TSA will address any comments on the IFRs implementing the statutory revisions of 2013 and 2014, previously published under RIN 1652-AA68.  See 79 FR 35462 (06/20/2014) and 80 FR 31850 (06/04/2015).

Overall Description of Deadline: Section 118 of the Aviation and Transportation Security Act (ATSA) (Pub. L. 107-71; Nov. 19, 2001), codified at 49 U.S.C. 44940, required that TSA impose a uniform security service fees on passengers of domestic and foreign air carriers in air transportation. This provision was amended by Pub. L. 113-67 (Dec. 26, 2013), which restructured and increased the fee and by Pub. L. 113-294 (Dec. 19, 2014), which added a round-trip fee cap.
