Title: ●National Emission Standards for Hazardous Air Pollutants for Off-Site Waste and Recovery Operations Reconsideration 
Abstract: The risk and technology review (RTR) for the Offsite Waste and Recovery Operations (OSWRO) NESHAP was promulgated on March 18, 2015 (80 FR 14248). On May 18, 2015, the American Chemistry Council (ACC) and Eastman Chemical Company filed a joint petition for reconsideration of aspects of the final rule. Petitioners also filed a petition for judicial review requesting the court to temporarily postpone briefing to allow the EPA time to take final action on the petition for reconsideration. On February 8, 2016, the Agency granted reconsideration on the issue of monitoring requirements for pressure relief devices (PRDs) on portable containers. (The EPA denied the request for reconsideration of the equipment leak monitoring requirements, and the petition for judicial review was later withdrawn by petitioners) . This action proposes a response to the monitoring issue pertaining to portable containers, for which we granted reconsideration. In addition, this action proposes to address the requirement prohibiting atmospheric releases of hazardous air pollutants from PRDs, for which the ACC filed a judicial petition. We believe it is appropriate to address all PRD issues affecting the OSWRO facilities at the same time.
