Title: ●Air Quality: Revision to Definition of Volatile Organic Compounds--Exclusion of (Z)-1,1,1,4,4,4-Hexafluoro-2-Butene (HFO-1336mzz-Z) 
Abstract:

This direct final rule with parallel proposal would revise EPA's definition of Volatile Organic Compounds (VOC) for purposes of preparing State Implementation Plans (SIPs) to attain the National Ambient Air Quality Standards (NAAQS) for ozone. The action would add hexafluorobut-2-ene (also known as HFO-1336mzz-Z) to the list of compounds excluded from the definition of VOC on the basis that this compound makes a negligible contribution to tropospheric ozone formation. The VOC exemption petition was submitted by E.I. DuPont de Nemours (DuPont) on 2/4/14. This action is a burden reducing action because it relieves the industry from characterizing and tracking certain information associated with this particular compound. Although, the continuous reactivity scale approach is likely to be the most effective approach to regulate VOC, it could be more difficult to develop and implement than the traditional mass-based approach. (70 FR 176, 13 September 2005, pp. 54046-54051). Therefore, excluding compounds with VOC of negligible reactivity, such as HFO-1336mzzz-Z, will lessen the burden of tracking them.
