Abstract:
This action involves extending the compliance date for the wool fiberglass flame attenuation lines. In the original June 25, 2015, rulemaking, the period for the flame attenuation lines to become compliant with the rule was set at 2 years because it was believed that there were no economic impacts of the rule, and the facilities would be able to achieve compliance in the 2 years given. Industry has contacted the EPA indicating that there are problems with the data that was originally provided during the risk and technology review of the flame attenuation lines. Specifically, the industry has found errors in the way their labs and stack testers calculated the stack emissions results for formaldehyde, methanol and phenol. These erroneous data were used to set the current emission limits for the flame attenuation lines. The EPA is currently reviewing the corrected data for the flame attenuation lines, and will determine if it is appropriate to set revised emission limits for formaldehyde, methanol and phenol during the technology review of the rotary spin lines to be promulgated in December 2017. This action will extend the compliance date from July 31, 2017, for the flame attenuation lines for 1 year, setting the revised date at July 31, 2018. |
