Title: BE-120, Benchmark Survey of Transactions in Selected Services and Intellectual Property With Foreign Persons 
Abstract:

This rule amends regulations of the Bureau of Economic Analysis (BEA), Department of Commerce, to reinstate reporting requirements for the BE-120, Benchmark Survey of Transactions in Selected Services and Intellectual Property with Foreign Persons. Benchmark surveys are typically conducted every five years; the prior survey covered 2011. For the 2017 benchmark survey, BEA is making several changes to the survey data items. This mandatory survey is conducted under the authority of the International Investment and Trade in Services Survey Act (the Act). Unlike most other BEA surveys conducted pursuant to the Act, a response is required from persons subject to the reporting requirements of the BE-120, Benchmark Survey of Transactions in Selected Services and Intellectual Property with Foreign Persons, whether or not they are contacted by BEA, to ensure complete coverage of intellectual property and services transactions between U.S. services providers and foreign persons.
