Abstract: This final rule removes DoD’s regulation that relates to the administration of the Boren grants program. The contents of this part have been incorporated into the revision of DoD’s regulation at 32 CFR part 208, National Security Education Program (NSEP) and NSEP Service Agreement.” This part was one of several established in the 1990s to implement the David L. Boren National Security Education Act of 1991. Prior to the amendment that established the National Flagship Language Initiative in 2002, all of the NSEP grants were awarded directly to Institutions of Higher Education by a DoD contracting office according to 32 CFR part 206. Since 2002, NSEP has managed Flagship grants and the Boren grant programs through cooperative agreements with an international education NGO (administrative agent”) which manages the grant competitions and issues the awards to Institutions of Higher Education on behalf of NSEP according to the terms of the cooperative agreement. DoD internal guidance concerning the administration of the Boren grants program will continue to be published in DoD Instruction 1025.02 available at
