Title: ●Making Permanent the Attorney Advisor Program 
Abstract:

The Agency is making permanent the Attorney Advisory Program to continue reducing the hearings backlog and enhance the service we provide to the public. Specifically, the attorney advisor initiative is an integral tool that permits some attorney advisors to develop claims, including holding prehearing conferences, and, in cases in which the documentary record clearly establishes a fully favorable decision is warranted, issue fully favorable decisions before a hearing is conducted.

Statement of Need:

Given the historic nature of the disability hearings backlog, the agency will prioritize scheduling more hearing faster while ensuring quality decisions. Permanency of the attorney advisor program gives the agency a way for some attorney advisors to develop claims, including holding pre-hearing conferences, and in some cases issue fully favorable decisions before a hearing is conducted.
