Title: NESHAP for Wool Fiberglass Manufacturing; Rotary Spin Lines Technology Review and Flame Attenuation Lines Standard | |
Abstract:
Amendments to the Wool Fiberglass Manufacturing source category were finalized on July 29, 2015. The risk assessment was conducted under the 2015 final rule, and no adjustments to that risk assessment are contemplated under this action. Due to industry's phase-out of formaldehyde on rotary spin (RS) lines, the industry data that were collected for the 2015 amendments were no longer relevant for technology review use. Consequently, due to the lack of accurate and complete data for such processes, that final rule did not include technology review for RS lines. Prior to signature of the final rule, the EPA began an information collection effort under Clean Air Act section 114 authority for the remaining RS lines in the wool fiberglass manufacturing industry. The results of the emissions testing on the three remaining RS lines are being used to review the technology for this process and to amend the rule, if necessary, under this action. In addition, the industry has found errors in the way their labs and stack testers calculated the stack emissions results for formaldehyde, methanol and phenol for flame attenuation bonded lines. These erroneous data were used to set the current emission limits for the flame attenuation lines. The EPA is currently reviewing new data for the flame attenuation lines, and will determine if these data are appropriate to set revised emission limits for formaldehyde, methanol and phenol. Because we are reviewing the emissions limits, the EPA planned to extend the compliance date for the flame attenuation lines in a direct final/parallel proposal action from July 31, 2017, to July 31, 2018. However, we received adverse comment and withdrew the direct final rule. Now, as part of this action, the EPA will also finalize the compliance date for formaldehyde, methanol and phenol emission from flame attenuation lines based on the previous parallel proposal. |
