Title: Maritime Security Program Extension 
Abstract:

This rulemaking would amend 46 CFR part 296 to conform to the technical changes made to 46 U.S.C. chapter 531 pursuant to section 3508 of the National Defense Authorization Act of 2013. (NDAA). Specifically, the NDAA (1) extended the sunset date of the Maritime Security Program (MSP) to September 30, 2025; (2) directed MARAD to offer to extend existing MSP operating agreements to current MSP participants before an open competition; (3) authorized periodic stipend increases; and (4) prioritized awarding of new MSP contracts according to Department of Defense priorities. This action would update the Maritime Security Program by updating 46 CFR part 296, the current MSP implementing regulations.
