Title: Implementation of a Federal Limited Entry Permit for the California/Oregon Large-Mesh Drift Gillnet Fishery
Abstract: This action implements a March 2017 recommendation by the Pacific Fishery Management Council to amend the Fishery Management Plan for U.S. West Coast Fisheries for Highly Migratory Species. This amendment would bring the State of California's limited entry drift gillnet permit program under Magnuson-Stevens Fishery Conservation and Management Act authority. The proposed rule would establish a Federal limited entry permit for the California/Oregon large-mesh drift gillnet fishery. All current California drift gillnet permit holders would be eligible to apply for, and receive, a Federal drift gillnet permit. The proposed rule is administrative in nature and adopts many of the State of California regulations as they relate to the drift gillnet fishery.
