Title: Revise and Streamline VA Acquisition Regulation--Parts 803, 814 and 822
Abstract: The Department of Veterans Affairs (VA) adopts as a final rule, with non-substantive changes, the proposed amendments published on May 17, 2017, to amend and update its VA Acquisition Regulation (VAAR), to revise or remove policy that has been superseded by changes in the Federal Acquisition Regulation (FAR), to remove procedural guidance that is internal to the VA, and to incorporate new regulations or policies. The non-substantive changes revise definitional provisions relating to D&S Committee, Debarring official, and Suspending official currently contained in the VAAR. The changes also include the removal of the section regarding reporting suspected violations of the Gratuities clause, which is to be moved to the VAAM as internal procedural information.
