Title: Rule Concerning Energy And Water Use Labeling For Consumer Products 
Abstract:

On September 15, 2016, the Commission published a Final Rule amending the Energy Labeling Rule to improve access to energy labels online and improve labels for refrigerators, ceiling fans, central air conditioners, and water heaters. 81 FR 63634. The amendments to 16 CFR 305.3(x), 305.13, and Sample Label 17 of appendix L are effective on September 17, 2018 . All other amendments were effective on June 12, 2017 .

On September 12, 2016, the Commission published a Notice of Proposed Rulemaking to require labels for portable air conditioners, large-diameter and high-speed small diameter ceiling fans, and instantaneous electric water heaters. 81 FR 62681. Additionally, it proposed eliminating certain marking requirements for plumbing products. The comment period closed on November 14, 2016. On June 28, 2017, the Commission issued a final rule amending the Rule to eliminate certain marking requirements for plumbing products and to exempt certain ceiling fans from labeling requirements. 82 FR 29230. Among other changes, the amendments updated the Rule to include labeling requirements for electric instantaneous water heaters. This final rule’s effective date is December 26, 2017, except for the amendments to 16 CFR 305.13, which are effective on September 17, 2018, and the amendments to 16 CFR 305.16, which were effective on July 28, 2017.

On November 9, 2017, the Commission published proposed rule changes containing scheduled, routine updates to the comparability ranges and unit energy cost figures on EnergyGuide labels for dishwashers, furnaces, room air conditioners, and pool heaters. The Commission also proposed to set a compliance date for EnergyGuide labels on room air conditioner boxes. The comment period closed on December 4, 2017. On February 22, 2018, the Commission published final rule amendments that update ranges of comparability and unit energy cost figures on EnergyGuide labels for dishwashers, furnaces, room air conditioners, and pool heaters. 83 FR 7593. The effective date is May 23, 2018. The Commission also set a compliance date of October 1, 2019, for EnergyGuide labels on room air conditioner boxes and made several minor clarifications and corrections to the Rule.
