Title: Test Procedures and Labeling Standards for Recycled Oil 
Abstract:

On December 20, 2017, the Commission initiated its periodic review of the Rule (Rule on Test Procedures and Labeling Standards for Recycled Oil) by publishing a notice seeking public comments on the effectiveness and impact of the Rule. 82 FR 60334. The comment period closed on February 12, 2018.

This Rule governs testing and container labeling requirements for recycled or "re-refined" oil intended for use as engine oil. The Rule, which implemented statutory requirements designed to encourage the use of recycled oil, permits manufacturers and other sellers to represent on a recycled engine-oil container label that the oil is substantially equivalent to new engine oil, as long as the determination of equivalency is based on National Institute of Standards and Technology test procedures prescribed by the Rule. Staff anticipates sending a recommendation to the Commission for the next action by August 2018.
