Title: Emergency Preparedness Requirements for Small Modular Reactors and Other New Technologies [NRC-2015-0225] | |
Abstract:
The Nuclear Regulatory Commission (NRC) is proposing to amend its regulations related to emergency preparedness (EP) requirements for small modular reactors (SMRs) and non-light-water reactors (non-LWRs). The new EP requirements would adopt a consequence-oriented, risk-informed, performance-based, and technology inclusive approach, to the extent possible. The new EP requirements would adopt a scalable plume exposure pathway emergency planning zone (EPZ) approach. The new EP requirements would: 1) promote regulatory stability, predictability, and clarity; 2) recognize technological advancements; 3) credit small reactor core size and associated differences in accidents; and 4) eliminate the potential regulatory need to request exemptions from EP requirements. This rule would affect SMR and non-LWR licensees or license applicants that are regulated by the NRC. |
