Title: ●Program to Encourage Public and Community Service 
Abstract:

This final rule removes DoD's regulation at title 32 CFR part 77, which was authorized by 10 U.S. C. 1143a and published October 23, 1992. It established policy, assigned responsibilities and prescribed procedures to encourage and assist separating/retiring Service members with fewer than 20 years of service, Service members retiring with 20 or more years of service, DoD civilian personnel leaving the Government, and spouses to enter public and community service employment. The Fiscal Year 2019 National Defense Authorization Act (NDAA), 553 repealed the authorizing statute. Under the legislative repeal, retirees will no longer submit paper work for approval/denial to participate in the program. Future Service members, DoD civilian personnel leaving Government, and spouses will no longer need to apply for the personnel registries to learn about community and public service employment. Employers will no longer need to register in organizational registry to validate their eligibility. This part is unnecessary.
