Title: Protection of Stratospheric Ozone: Revisions to the Refrigerant Management Requirements Under the Clean Air Act 
Abstract:

In 2016 EPA finalized a rule updating the refrigerant management requirements under the Clean Air Act. The 2016 rule updated those existing requirements and extended them to non-ozone depleting substitute refrigerants, such as hydrofluorocarbons. Updates included strengthened leak repair requirements, recordkeeping requirements for the disposal of appliances containing more than five and less than 50 pounds of refrigerant, revisions to the technician certification program, and revisions for improved readability and compliance. This action revisits aspects of the 2016 rule's extension of the refrigerant management requirements to substitutes like hydrofluorocarbons. This proposal would not affect the requirements for ozone-depleting refrigerants.
