Title: ●Technical Issues; Formaldehyde Emission Standards for Composite Wood Products. 
Abstract:

EPA issued a final rule on December 12, 2016, to implement the Formaldehyde Standards for Composite Wood Products Act, which added title VI to the Toxic Substances Control Act (TSCA). Since publication of the final rule, stakeholders raised several technical issues with the Agency that, if addressed by amending the final rule, would improve implementation and enhance consistency between the TSCA title VI program and the California Air Resources Board Airborne Toxic Control Measures (CARB ATCM) Phase II program. EPA is proposing amendments that may address issues related to the testing and certification of composite wood products under the TSCA title VI program. These include correlation of test methods, equivalence of test methods, management and submittal of test data, updating a voluntary consensus standard that is incorporated by reference, clarifying regulatory text for non-complying lots, and clarifying sampling requirements.
