Title: Atlantic Coastal Fisheries Cooperative Management Act Provisions; American Lobster Fishery; Consideration of Expanded Harvester and Biological Sampling Requirements for American Lobster 
Abstract: At the request of the Atlantic States Marine Fisheries Commission, this action announces a control date that may be applicable to, but not limited to, limiting the number of permits or traps a business entity may own in any Lobster Conservation Management Area of the American lobster fishery. This action replaces a previous action that established a potential control date for this purpose on January 27, 2014. The second ANPRM action announces potential expanded harvester reporting requirements to improve data available for lobster stock assessments, again at the recommendation of the Atlantic States Marine Fisheries Commission. NMFS intends these actions to promote awareness of possible rulemaking, alert interested parties of potential eligibility criteria for future participation and discourage speculative entry into and/or investment in the American lobster fishery, and address harvester reporting as soon as possible. NMFS may be combining these two actions into one rulemaking in the future.
