Title: ●Framework Adjustment 13 to the Atlantic Mackerel, Squid, and Butterfish Fishery Management Plan | |
Abstract: This rulemaking would implement the Mid-Atlantic Fishery Management Council's action to establish a rebuilding program that would rebuild the Atlantic mackerel stock within five years (by 2023), implement Atlantic mackerel catch limits for 2019-2021, and set a catch cap for river herring and shad in the mackerel fishery. The objectives of this action are to eliminate overfishing and rebuild this stock, as required by the Magnuson-Stevens Fishery Conservation and Management Act, and limit bycatch of river herring and shad in the Atlantic mackerel fishery. This proposed action would: set 2019-2021 Atlantic mackerel acceptable biological catch, establish a rebuilding program that sets commercial catch limits to rebuild the stock within five years, modify the directed fishery closure process to slow effort and harvest rates as the quota is approached and preserve sufficient quota for mackerel bycatch in other fisheries, and specify 2019-2021 river herring and shad catch caps for the mackerel fishery. | |
