Title: ●Approving Changes to the Area 2A Pacific Halibut Catch Sharing Plan and Implementing Annual Management Measures for 2019 
Abstract: This action would implement the 2019 Pacific Halibut Catch Sharing Plan (Plan). The Plan allocates the International Pacific Halibut Commission Regulatory Area 2A Pacific halibut catch limit between the Washington treaty tribes that fish for Pacific halibut, and Washington, Oregon, and California directed and incidental commercial fisheries and recreational fisheries. For 2019, the Pacific Fishery Management Council recommended several minor changes to the portion of the Plan covering recreational fishery seasons. The changes would provide flexible inseason management and expand season length. Separately, but using this rule, this action would update the regulatory definition of the treaty tribal fishing subarea to reflect a recent court-ordered revision in United States v. Washington, 2:70-cv-09213-RSM, (W.D. Wash. Mar. 5, 2018). This court order set forth updated boundaries of the usual and accustomed fishing areas in the Pacific Ocean for the Quileute Indian Tribe and Quinault Indian Nation, which are used to define the western boundary of Subarea 2A-1 in regulation at 50 CFR part 300.
