Abstract:
This rule amendment adds an exemption for a new Privacy Act System of Records Notice for "MCCS Asset Protection and Incident Records," M01700-2. The system of records is used for the automated tracking and information management system for occurrences reported by a Marine Corps Community Service (MCCS) business or service to include investigations, accidents, incidents, mishaps, personal injury, asset and property damage, and possible fraud and theft. Exemption 5 U.S.C. 552a(k)(2) is needed for material compiled for criminal investigative law enforcement purposes, by non-principal function criminal law enforcement entities, and for material compiled for other investigative law information purposes by any agency. This exemption limits access to certain law enforcement records where this access could impair investigations, alert subjects to the existence of investigations, and possibly allow them to take measures to prevent detection or escape prosecution. |
