Title: Promoting Open Science in the Regulatory System | |
Abstract:
On September 28, 2018, the Department of the Interior (Department) issued Secretary's Order 3369, "Promoting Open Science" (Order). That order is intended to ensure that the Department bases its decisions on the best available science and provides the American public with enough information to thoughtfully and substantively evaluate the data, methodology, and analysis that the Department uses to inform its decisions. The objectives stated in the Order also include ensuring that the Department meets its obligations under the Administrative Procedures Act, as well as the policies set forth in Executive Order (EO) 13563, "Improving Regulation and Regulatory Review," (76. Fed. Reg. 3821), EO 13777, "Enforcing the Regulatory Reform Agenda," (82 Fed. Reg. 12285), and the Office of Management and Budget's, "Guidelines for Ensuring and Maximizing the Quality, Objectivity, Utility, and Integrity of Information Disseminated by Federal Agencies," (67 Fed. Reg. 8452), related to promoting transparency, accountability and data quality in the rulemaking process. This proposed rule is intended to implement the direction provided in Secretary's Order 3369 related to initiating a rulemaking process to support the objectives of that Order. |
