Title: Amendments to Material Control and Accounting Regulations [NRC-2009-0096] 
Abstract:

This rulemaking would amend the NRC's regulations regarding material control and accounting of special nuclear material (SNM) and some source material. This rulemaking would revise and consolidate the material control and accounting requirements in order to update, clarify, and strengthen existing requirements. Specific areas where the regulations would be strengthened include applying general performance objectives to all licensees authorized to possess more than 350 grams of SNM, requiring the use of item control systems at more types of facilities, formalizing use of tamper-safing procedures, and clarifying the use of material balance areas, item control areas, and material custodians.
