The Office of Personnel Management (OPM) will modify the provisions governing the recruitment and employment of certain military spouses in Federal agencies, as required by the Fiscal Year 2013 National Defense Authorization Act. The regulation will broaden the eligibility criteria for appointment of military spouses, restrict the number of appointments spouses of 100 percent disabled and spouses of deceased members of the Armed Forces may receive under this hiring authority; and add agency reporting requirements. The intended effect of these changes is to conform existing regulation with the statute.
