Title: ●Intermediary Relending Program (IRP) (7 CFR 4274 Subpart D) 
Abstract:

The Rural Business-Cooperative Service (RBS) will amend its regulation to better provide the tools needed to implement the program, updating it to fit the needs of the current rural economy, and update all statutory changes provided by the Agriculture Improvement Act of 2018 (2018 Farm Bill). Section 6017 of the Agricultural Act of 2014 (2014 Farm Bill) (Pub. L. 113-79) amended the IRP’s authorization by moving it from Health and Human Services authority to under the Consolidated Farm and Rural Development Act (ConAct) (7 U.S.C. 1922 et seq.). As a result, this impacted the requirements for the program. Though regulatory changes have been made to the program, the Intermediary Relending Program regulations have been implemented on an adhoc basis since inception of the program, causing disconnects and inconsistencies within the regulatory text. RBS will complete a holistic rewrite, clean up the regulations governing the program and remove inconsistencies thereby making the program more accessible to our customers.
