Abstract:
On May 17, 2019 the United States announced joint understandings with Canada and Mexico, respectively, to eliminate tariffs imposed under Section 232 of the Trade Expansion Act of 1962 (19 U.S.C. 1862) on imports of steel products from Canada and Mexico and to establish a process for monitoring such imports. For purposes of implementing the joint understandings, the International Trade Administration (ITA) of the U.S. Department of Commerce intends to issue a proposed rule to enhance its Steel Import Monitoring and Analysis (SIMA) system to allow for the effective and timely monitoring of import surges of specific steel products and to prevent the transshipment of steel products made outside of Canada and Mexico. Specifically, ITA intends to propose amendments to 19 CFR 360.101 et seq. to require import license applicants to identify the country where steel used in the manufacture of the imported steel product was melted and poured and to harmonize the scope of SIMA’s licensing requirement with the scope of steel products subject to Section 232 tariffs. ITA also intends to propose amendments to 19 CFR 360.105 to extend the duration of the SIMA system. |
